I have called the UpJohn company and they cannot say when this drug will be released. How can I get a package from England?

Your psychiatrist needs to go through the appropriate government agency (he or she should know which this is) in order to get meds by mail order from a foreign country. You can get 3 months' worth at a time in this way.
